Video-Assisted Enforcement for Transit and Micromobility Facility Violations

Parking and Commuter Services uses cameras and software from Hayden.AI to perform video capture and analytics, alerting parking personnel to parking violations for the issuance of citations by mail. Video-assisted (semi-automated) parking regulation enforcement and the issuance of citations by mail is authorized for bus zones (bus stops and bus lanes) by AB917 and for micromobility facilities (e.g., bike lanes) by AB361. Other types of parking regulations may only be issued by mail when the driver departs before the parking official can safely place the citation notice on the vehicle windshield. The following handling and retention procedures are used for video and images captured under this program:

  • Video and images that do not identify a probable violation are deleted when the bus goes out of service for the day, meaning that the maximum retention is less than 24 hours.
  • Video clips/images are flagged as probable violations that do not result in citation issuance are retained for 15 days or less.
  • Video clips/images that do result in citation issuance are retained for no more than six months.
  • Faces appearing in video clips/images are blurred, as are license plates of vehicles that are not flagged for potential parking violations.
