First Avenue Parking Structure
Staff Use
The new First Avenue Parking Structure opened for staff only on March 23, 2024. Patients and visitors will continue to use the Arbor Parking Structure. Bachman Parking Structure and street parking on Bachman Place closed for demolition.
Accessing the Campus and Parking
- Staff access on Bachman Place from the north via Hotel Circle will be closed and unavailable. Staff will have to access the new First Avenue Parking Structure from the south via Washington Street and First Avenue. See detour information.
- Access will remain unchanged for emergency services, patients, visitors, faculty, support services and the public. There will be no access for pedestrians or bicycles from Hotel Circle; these individuals will need to use alternate routes.
- Eligible staff have access to low-cost transit passes via the VC-50 for Transit initiative. Learn more about accessing a discounted FaSt pass and COASTER pass. Although Hillcrest Express shuttle service ends on March 22, 2024, commuters can connect from Old Town Transit Center via the MTS Route 10 bus and can find other helpful resources.
- Hillcrest employees who share the ride with just one colleague and register their carpool by emailing iride@ucsd.edu receive access to reserved carpool parking in the Montecito parking lot. A permit and B permit carpools are eligible for Montecito lot parking and so are vanpools and electric vehicles. When you share the ride, you’re also eligible to earn incentives and win prizes through the Triton Commuter Club.
Staff Alternate Detour Routes and Delays
UC San Diego Health staff accessing the new First Avenue Parking Structure will need to use these alternate detour routes:
- From I-5, take the Washington Street East exit towards First Avenue.
- From SR-163, take the Washington Street West exit towards First Avenue.
- From I-8, take SR-163 South or I-5 South to the Washington Street exit towards First Avenue.

Plan for additional travel time to UC San Diego Health facilities in Hillcrest when using the alternate routes provided to access the new First Avenue Parking Structure. When traveling to, accessing and leaving the new structure, expect delays.
Staff arriving at the new parking structure should note the following items and obey all on-site signage and street striping.
There will be an established well-lit and safe route for pedestrians from the new parking structure to all UC San Diego Health facilities in Hillcrest. Pedestrians will be able to exit the structure on Level P1 to the south and to the west. The structure is opening in a temporary configuration, meaning vehicular access to the west on First Avenue will be unavailable at this time. An emergency exit will be available on the north side of the structure. The pedestrian travel path is routed adjacent to the construction access gate, so please be aware of your surroundings and adhere to the direction of construction personnel and on-site signage for your safety.
Parking Permits
Existing staff permits will continue to be valid in associated ParkMobile zones. See Transportation Flexible Parking for details about specific ParkMobile zones. Additionally, no parking on the hill at Bachman Place will be allowed.
Hillcrest Express Shuttle Service
